    Statement summary

    MASOUD PEZESHKIAN, President of Iran, said global peace and security will not be achieved unless the rights of everyone are upheld with fairness; and so long as injustice, oppression, greed, and poverty prevail unconfronted in any region, there will be no liberation.  He noted that his coming into office aims to lay a strong foundation for Iran’s entry into a new era with strengthened foreign policies.  Stating that the world has witnessed the true nature of the Israeli regime, he lamented the fact that that country’s leaders label the genocide in Gaza as legitimate self-defence and the victims as legitimate military targets, and that they tag the protesting world antisemitic and terrorist.  He called on the international community to put an end to the aggression and occasion a ceasefire, including in Lebanon, before it engulfs the region and the world.

    He announced that there will be consequences for Governments who have fostered this aggression “and have the audacity to call themselves champions of human rights”, adding that the only pathway to end hostilities is the enthronement of self-determination for the Palestinian people.  He therefore called for a referendum to this effect to be held in the affected territories.  Iran envisages a lasting peace with all faiths in the region living together, void of any form of apartheid.  Emphasizing the importance of unity, he said his country has never initiated a war or occupied any foreign territory or sought resources of any country.  “We must recognize that we are neighbours.  Because of this bond we will remain together,” he stressed, warning that the presence of foreign Powers in the region is temporary and leads to instability.  A new regional order, therefore, must be inclusive and beneficial for all neighbours.

    He went on to state that his country has endured threats, war, occupation, and sanctions throughout modern history with no country coming to its assistance or respecting its declared neutrality.  Iran seeks to safeguard its security, not to create insecurity for others.  “We want peace for all and seek no war or quarrel with anyone”, he said.  He further underscored the urgent need to end military hostilities in Ukraine, highlighting dialogue as the only way to resolve crises, as no country’s security and interest can be guaranteed by undermining that of others.  There is thus a need for a new paradigm to address global challenges, which should “focus on opportunities and not being obsessed with perceived threat”, he opined.  Recalling the historic 2015 Joint Comprehensive Plan of Action whereby his country, together with global powers, agreed to the “highest unprecedented level of nuclear oversight in return for recognition for its rights and lifting of sanctions”, he regretted former United States President Donald Trump’s unilateral withdrawal.

    Iran is however ready to engage with the Plan’s participants if its terms and commitments are implemented fully and in good faith.  All States operating a counterproductive strategy towards his country, he continued, should learn from history.  “We have an opportunity to transcend these limitations and enter into a new era”, which will commence with the acknowledgement of Iran’s military concerns and cooperation on mutual challenges, he said.  Describing the sanctions his country has been meted as destructive and inhumane, some of which not only a violate human rights but constitute a crime against humanity, he said “although the wounds inflicted by the sanctions are deep within our society, confronting this bitter experience has transformed us into a stronger nation with unwavering resolve and self-confidence.”  Iran hopes to build a better future with robust partnerships with global Powers and expects that they impose no more sanctions but fulfil existing obligations to remove such and lay foundation for more constructive agreements.

    Addressing the general debate at the Assembly’s 79th session, Masoud Pezeshkian, who assumed office in July, also expressed readiness to engage with the partners of the stalled Iranian nuclear deal.

    On the situation in Gaza, he emphasized that the world has witnessed Israeli atrocities, which “in eleven months has murdered in cold blood over 41,000 innocent people, mostly women and children.”

    As Israel assassinated Iranian scientists, diplomats, and guests, Iran supported popular liberation movements of those victimized by the Israeli regime’s crimes and colonialism, he continued.

    “We have been siding with the people across the world, who have flooded the streets in outrage against Israeli atrocities; we condemn Israeli crimes against humanity,” he said, urging the international community to immediately stop the violence and establish a permanent ceasefire in Gaza.

    He also condemned Israel’s “desperate barbarism” in Lebanon, warning that it must be halted “before it engulfs the region and the world.”

    President Pezeshkian further noted that he campaigned on a platform focused on reform, empathy, and constructive global engagement and expressed his honour in earning the trust of Iranian citizens.

    “I aim to lay a strong foundation for my country’s entry into a new era, positioning it to play an effective and constructive role in the evolving global order. My objective is to address existing obstacles and challenges while structuring my country’s foreign relations in cognizance of the necessities and realities of the contemporary world.”

    He emphasized that in today’s globalized world, no country can attain security by undermining the security of others and called for a “new paradigm” built on opportunities and cooperation to address global challenges.

    Recalling the “historic” 2015 nuclear deal, he noted that Iran, under the Joint Comprehensive Programme of Action (JCPOA), had agreed to the highest level of nuclear oversight in return for the recognition of its rights and the lifting of sanctions.

    However, former US President Donald Trump’s unilateral withdrawal from the JCPOA represented a “threat-ridden approach” to politics, Mr. Pezeshkian added, stressing that unilateral sanctions targeted innocent people and weakened the Iranian economy.

    “We are ready to engage with JCPOA participants. If JCPOA commitments are implemented fully and in good faith, dialogue on other issues can follow,” he said.

    “We have the opportunity to transcend limitations and enter a new era, commencing with the acknowledgment of Iran's security concerns and cooperation on mutual challenges,” he said.

    Reiterating the destructive impact of sanctions, he emphasized that Iran is ready to foster meaningful economic, social, political and security partnerships with its neighbours and global partners, “based on equal footing.”

    “The appropriate response to this message from Iran is not to impose more sanctions, but to fulfil existing obligations to remove sanctions, benefiting Iranian people and hence laying the foundations for more constructive agreements.”

    First Declaration

    The representative of Iran, responding to the statement made by the Israeli Prime Minister earlier in the day, said he made an unsuccessful attempt to distract attention from his brutal war crimes.  In Gaza, 42,000 civilians, mostly women and children, have been killed, critical infrastructure has been destroyed, and schools, hospitals and mosques destroyed. He has used starvation as a method of war.  Making unfounded accusations against countries in the region, including Iran, is a standard practice of the Israeli regime.  These attacks are made to conceal Israel’s blatant crimes and brutalities in the region.  No amount of lies can cover up this regime’s warmongering policies, he stressed.

    Second Declaration

    The representative of Iran said that the so-called “refugees” referred to in Albania’s statement on 27 September belong to the terror group “People’s Mojahedin Organization, or MKO”.  Rejecting the disinformation in that statement, he called on Albania to either prosecute or extradite members of that cult and emphasized that failure to do so constitutes a threat to international peace and security. Further, he said that accusations of an Iranian cyberattack in Albania are unfounded.  Next responding to the statement made by the representative of the United Arab Emirates, he said that Iran reiterates its sovereignty over Abu Musa and the Greater and Lesser Tunbs.  While Iran has always pursued a policy of friendship towards its neighbours, he underscored that sovereignty over those islands is “non-negotiable”.
